Emergency Snow and Ice Removal Protocol
(October 5, 2009)

1. Purpose
The purpose of this protocol is to assign responsibilities and to implement an emergency plan for the removal of snow and ice within the University area. Accomplishment of snow and ice removal will have priority over Facilities Services work orders other than those of an emergency nature, e.g., power failures, broken water pipes, etc. The responsibilities assigned by this protocol will remain in effect until superseded.

  •  Building Entrances.
    The Assistant Director for Services will be responsible for seeing that snow and ice is removed from all entrances, walks, and handicapped ramps approaching the buildings for which Facilities Services has custodial responsibility. The Director of University Housing, the Director of the Aquatic Center, the Director of the University Center, the Director of Athletics for Facilities and Grounds (Neyland-Thompson Sports Center), and the Director of Veterinary Teaching Hospital will be responsible for the handicapped ramps into the buildings they manage. GCA Services Group will be responsible for the buildings that they clean under contract to the Facilities Services Department.

  •  Streets, Walks, Handicapped Ramps, Garages and Parking Lots.
    The General Superintendent for Grounds will be responsible for the removal of snow and ice from streets, walks, handicapped ramps, garages, and parking lots. Priority for removal will be as follows:
  1.  Andy Holt Tower Parking Garage (upper deck)
  2. The East-West bus route including the bridge to Ag Campus and pedestrian bridge over Cumberland Avenue at 11th Street
  3. Thompson-Boling Assembly Center and Arena ramps, sidewalks, and parking lots when events are scheduled
  4. Volunteer Boulevard and Lake Loudoun Boulevard
  5. University Residence Hall Areas (including crossover bridge from Strong Hall)
  6. Main Campus Streets, Walks and Handicapped Areas
  7. Veterinary Teaching Hospital Emergency Clinic Parking Area and Animal Off Loading Area
  8. Agricultural Campus Streets, Walks and Handicapped Areas
  9. Parking Lots and Garages with Parking on Top Deck (including Stephenson Drive Complex)
  10. Middlebrook Pike Building and Kingston Pike Building
  11. Other City Streets Within the Campus Area
  12. University Apartment Complexes on Sutherland Avenue

To assist the General Superintendent of Grounds in carrying out these responsibilities, the General Superintendents of Building Services and Preventive Maintenance will provide personnel and equipment as required during the period in which this plan is in effect.

2. Motor Pool

The Director of Transportation Services will, upon request, make available to the General Superintendent of Grounds any operational University equipment required for snow removal. Grounds, police and other emergency vehicles will be given priority for installation of chains. A list of other Facilities Services vehicles to receive chains will be submitted to the Director of Transportation Services in a priority order. Only vehicles on this list will be taken to the Motor Pool for chains.

3. Notification of Personnel

  •  Normal Duty Hours.
    This plan will be implemented upon instructions from the Office of the Executive Director of the Facilities Services Department.

  •  After Normal Duty Hours.
    The decision to initiate this plan will be the responsibility of the Senior Police Officer on duty. When it becomes evident that the plan should be placed into effect, i.e., snow is accumulating and is expected to continue to such an extent that vehicular travel will be difficult, the Senior Police Officer will ensure that the following individuals are notified so that they can put the plan into action.
